MS a victim of unfair business tactics?

The Wall Street Journal is reporting that the DOT (yes, DO_T_) is
investigating claims that airlines are discriminating against online
travel services such as Microsoft Expedia.  Apparently, the airlines are
not paying Expedia the same commisions as are paid to tradition travel
agents.  The airlines say that the lower commissions are justified.

Spouting forth pure irony, Richard Barton--general manager of
Expedia--complains, "This is very disconcerting.  How can we compete?"
